it is continuing to press southeast, montero, burlingame the south-bay not quite as intense but it is going to pick up. and more details coming up on my next report. now, back to isabel >> new this morning, strong winds are to blame for this accident on the richmond san rafael bridge. the big rig was heading east along the bridge to get you more news we

will have a live report coming up later with mike pelton. also later, the latest on the power outages. 18,000 utility in the sonoma, particularly in santa rosa. elsewhere in the north bay, 6400 experiencing powd power outages and also 2200 people in the san francisco. 1300 are on the dark on the peninsula. with that flash flood a flash flood watch for the north bay also has cities near the russian river on alert. water levels have risen onto land in some parts of

guerneville. and even though it's normally a slow-moving river... >> with 6-7 ft. it begins to get scary. we have to think about leaving town, turning off electricity, gasoline. and so forth. >> the national weather service says that it could be possibly a flooded road to a.m. with noon tomorrow reaching the highest levels. in this video shot yesterday, you can see that the river is rising fast. flooding, every decade or so, is not uncommon. the last serious threat was in the first days of january 06 of course the possibility always makes residents nervous. the national weather service says the russian river will flood guerneville around 2 a.m. monday... highest point around noon tomorrow... with water levels >> the latest series of storms has some arborists concerned about trees in the bay area. the saturated ground could force trees and bushes to collapse. about the threat. >> all of the whe--wieight..

is at the top of the tree. >> certified arborist christopher altman pointing these dangers out while walking through pacific heights in san francisco. >> if you have a lot therese cyprus, a fig tree, cypress tree, acacia tree, those are usually hazardous and with also prone to weakness. >> altman says all of those trees are commonly found in san francisco, despite the ficus no longer being planted because he says they're weak and unsafe. >> i would have this branch removed. you can see the offshoot from the main trunk. altman says to also keep an eye out for included bark.

to come out and to remedy that situation. we are monitoring the water, the rivers, it is rising. there is still room to go but no flooding as of yet. >> chief, predictions on flooding the specific waterways? does that mean that it is to not as bad as you thought possible compared to previous years? >> is not as bad as usual, yet. a couple of good things. there is still room to grow for the water. our high tide was 4:4:05 a.m. so the tide is going out will make room for more room and water. hot on the downside, there is water in the river is rising faster than normal. i think that is because there is a

saturation. we have not had a lot of rainfall. perhaps not even 1 in.. but the rivers are where they were to mornings ago when we had 3 in. of rain fall. that is a concerning. 2 warnings ago and also the river tributaries are a concern to mornings ago, the water is just as high and also the maximum of stream of the water to be terris. 30 minutes-60 minutes the maximum stream of water-- tributaries. it has been running for the last couple of hours and other areas so there is a large basin that goes to our tributaries and that leads into the river. it takes time for that rain to get on the ground to make it down here. we are still

in the latest from egypt, its top court is shutting down indefinitely. judges issued a statement this morning saying they are afraid for their safety. thousands gathered to keep judges from entering the courthouse in cairo

supervisor told me to enter the contest i just put it on paper. i have been trained in a lot of environmental knowledge. so i combined these elements and basically designed a robot. >> this is about the size of a fire hydrant. >> yes. basically, how does it work? >> it will roam with the street and peck up garbage. and it runs on it it would- pick up garbage and it is on multiple howar powered solar powered -- and it will pick up the garbage. and somehow it will convert that to energy and even surplus energy to the battery. >> self sustaining. >> how does it know what his car car bridge and was not? >> i was able to use

artificial intelligence. >> one man's trash is another man's treasure. and somebody could say stuff i was saving that. >> but this is part of the plan. half it is lovely, and how exciting for you was this? >> i was very surprised. >> 10-15 kids. it >> correct. >> this was a competition that was for the kids to to be chosen to open the exhibit. we chose three different groups, three different inventions for exhibition. and on this ongoing basis we have an invention the station. at the exhibit when visitors, they can draw their own inventions, their own greed the machines in submit those. in the first 10 days we have received 300 submissions. on a monthly

basis we will use those for a drawing but for jack, we will actually be putting it on exhibition it is a very exciting way for us to interact. >> that is fantastic. jack, how long have you been thinking about doing this? >> the idea was fresh. perhaps the same week. >> he is quick! mit is going to like you. [laughter] >> how about the climate lab. it >> the buildings climate lab opened in 2010 early has been the most popular exhibit. >> that is video of it. >> what is exciting is that it is based on gaming. kids really have been engaged and

suffered from. >> crayone did the dragon, he did the face, here in this corner is blaze aka picasso, this wall was done by nate one, this corner here and the character was done by east three and craze one, and then we have the buddha done by mike bam tws. >> galinda enlisted six of some of the most accomplished street artists in the bay area to produce street art in his fifteenth street gallery for an exhibition that will demonstrate that works of art can be created with a spray can. >> what i do per se is not the vandal on the street what i do is art work with the spray can, that a huge diffierence between me and the average tagger. the artists assembled for the exhibition which opens on december 7th all have decades of experience in perfecting their art and have had both exhibitions and commissions to produce their work. >> i would consider myself an artist with roots in

>> good morning. >> and stormtracker 4 in the north bay getting a little bit of a break in santa rosa. let us take a look if the rainfall totals in novado. one-tenth of 1 in. the east bayshore not quite that bad. and to the yellow over lme data indicating rainfall totals one 10th of 1 in. per hour. inland, still clearing up a bit. heavy in brentwood. as for the coast and the peninsula of heavier weather cell towards san francisco. let us take a look of the rainfall totals there. in the outer richmond district just two tenths of 1 in.. finishing off in the south bay is getting the heaviest.
